A paper examined the impact of central government grants on local house prices in England from 2001 to 2008. It was found that increases in grants to a local authority mainly benefited better-off property owners (home-owners and absentee landlords) in the area concerned. House prices also responded more strongly in locations in which new construction was constrained by physical barriers.

The government began consultation on detailed proposals (following a consultation in 2009) for reforming council housing finance in England. The objective was to dismantle the housing revenue account subsidy system, and to replace it with a devolved system of responsibility and funding for council housing.
